UGC POLICES ON MINIMIZING THE NUISANCE OF RAGGING IN BIGGER EDUCATIONAL INSTITUTIONS, 2009. (under Section 26 (1)(g) of the College or university Grants Percentage Act, 1956) (TO BE PUBLISHED IN THE GAZETTE OF INDIA PART III, SECTION-4) F. 1-16/2007(CPP-II) Dated 17th June, 2009.

PREAMBLE.

Taking into consideration the directions of the Hon'ble Supreme Court in the matter of " University of Kerala v/s. Council, Rules of sciene, Colleges and others” in SLP no . 24295 of 2006 dated 16. 05. 2007 and this dated almost eight. 05. 2009 in Detrimental Appeal amount 887 of 2009, and in consideration from the determination with the Central Federal government and the College or university Grants Percentage to stop, prevent and eliminate the scourge of ragging including virtually any conduct by any pupil or pupils whether by simply words voiced or drafted or by simply an act which has the result of teasing, treating or perhaps handling with rudeness a fresher or any type of other student, or indulging in rowdy or indisciplined actions by any kind of student or students which causes or may cause discomfort, hardship or psychological injury or to increase fear or perhaps apprehension thereof in any fresher or any other student or perhaps asking any student to complete any action which such student will not likely in the normal course carry out and which has the effect of causing or perhaps generating a feeling of shame, or perhaps torment or perhaps embarrassment in order to adversely affect the physique or perhaps psyche of such more fresh or any other student, with or without an intent to derive a sadistic pleasure or showing off electrical power, authority or superiority by a student more than any more fresh or any different student, in most higher education corporations in the country, and thereby, to supply for the healthy development, physically and psychologically, of all students, the University Grants or loans Commission, in consultation with the Councils, brings forth this kind of Regulation. In exercise of the powers conferred by Offer (g) of sub-section (1) of Section 26 in the University Scholarships Commission Action, 1956, the University Grants Commission hereby makes the following Regulations, particularly; 1 . Name, commencement and applicability. -

1 ) 1 These kinds of regulations will be called the " UGC Regulations upon Curbing the Menace of Ragging in Higher Educational Institutions, 2009”. 1 ) 2 They shall enter force in the date of their publication inside the Official Feuille. 1 That they shall apply at all the corporations coming in the definition of an University underneath sub-section (f) of section (2) of the University Scholarships Commission Action, 1956, and all institutions deemed as a university beneath Section a few of the College or university Grants Percentage Act, 1956, to all different higher educational institutions, or components of such universities or corporations, including the departments, component units and everything the premises, whether getting academic, residential, playgrounds, canteen, or other these premises of such schools, deemed colleges and larger educational institutions, whether located within the campus or perhaps outside, and all means of transportation of students, if public or private, reached by pupils for the pursuit of research in these kinds of universities, deemed universities and higher educational institutions. 2 Objectives. -

To prohibit any kind of conduct by any college student or pupils whether by simply words used or crafted or by simply an act which has the effect of teasing, treating or perhaps handling with rudeness a fresher or any type of other student, or indulging in rowdy or perhaps indisciplined activities by any student or students which in turn causes or probably will cause discomfort, hardship or perhaps psychological damage or to raise fear or perhaps apprehension thereof in any more fresh or any various other student or perhaps asking any student to do any action which this sort of student will not in the common course carry out and which has the effect of causing or perhaps generating a feeling of shame, or perhaps torment or embarrassment in order to adversely impact the physique or psyche of such fresher or any other student, with or with no intent to get a...
